Overview

GBSI is seeking an Information Technology (IT) professional for the role of Contracts Program Manager in Huntsville, AL.  The Contracts Program Manager will support product office leadership by leading program development and acquisition to program initiation and execution.  The Contracts Program Manager will develop stakeholder integration relationships to ensure they function seamlessly.  The ideal candidate will codify technical objectives to develop an acquisition plan, schedule, and life-cycle cost estimate.

Responsibilities
  • Establishes IPTs and guides members who provide expertise in engineering, test, acquisition, logistics, and business functional areas toward mission objectives based on the integrated master schedule;
  • Facilitates communication and coordination amongst internal stakeholders and external partners;
  • Develops and presents short and long-range program planning objectives;
  • Assists with developing program management plans, program reviews, budgeting, and execution briefs;
  • Supports planning, programming, budgeting, and execution (PPB&E) efforts;
  • Identifies and mitigates any cost, schedule, technical risk, and barriers;
  • Assists in the development of program management and milestone documentation;
  • Assists integrated master schedules development and maintenance;
  • Assists in developing statements of work and other contract documentation to ensure timely contract award(s);
  • Analyzes contractor performance data and recommends solutions to performance, schedule, and cost issues;
  • Ensures that program requirements are properly identified and executed in accordance with Agency and DOD acquisition regulations and policies;
  • Requires high proficiency in MS Office, especially Power Point.
Qualifications
  • Bachelor’s degree in business administration, accounting, or related field is required. Years of experience may be accepted in lieu of a degree;
  • Fifteen (15) years of experience is required with a Bachelors degree; fourteen (14) years of experience is required with a Master's degree.  At least seventeen (17) years of experience is required in lieu of a degree;
  • Prior Contract Specialist or Contracting Officer experience is required;
  • DoD-issued Secret Security Clearance is required at start, with the ability to obtain and maintain a TS/SCI clearance;
  • Experience working with advanced excel spreadsheets, accounting software, estimating software and contract tracking databases is required;
  • Familiarity with FAR, CFR, DFAR, HSAR, JTR, and FTR is required;
  • Knowledge of contracting for a variety of products and services for major systems, research and development (R&D), and/or complex programs using a wide range of contracting methodologies is required;
  • Demonstrated experience in writing and staffing pre-award and post award related contract documentation is required;
  • Knowledge of Indefinite Delivery/Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF), and Firm Fixed Price (FFP) type contracts is required;
  • Ability to read and comprehend large government contracts, clauses, and manuals is required;
  • Excellent computer and business solutions software skills (Excel, Word, Access, Outlook, PowerPoint) is required.
