Description
GBSI is looking for a Sr. Contracts Specialist in Huntsville, Alabama.  The ideal candidate will need to demonstrate strong time management skills, including the ability to multitask and prioritize to meet business deadlines. This role requires the highest level of professionalism, strong interpersonal skills, exceptional written skills, analytical skills, and a strong attention to detail. A comprehensive knowledge and experience in pre-award to post-award phases of cradle to grave contracting, interpreting and applying laws, regulations, policies, standards, or procedures regarding acquisitions in accordance with Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) are necessary.

Responsibilities
  • Applies knowledge of the Federal Acquisition Regulation (FAR), Defense (FAR) Supplemental (DFARS), and the Department of Defense (DoD) regulations to assist customers in successfully executing large acquisitions; 
  • Reviews requirements, policies and procedures, including cost estimates and makes recommendations;
  • Writes Justification and Authorization (J&A) documentation, Statements of Work, and assists the government in developing Initial Cost Estimates;
  • Responsible for supporting Project Directors in coordinating and staffing Contract Resource packages;
  • Uses experience in Procurement and Acquisition Management to support U.S. Government contracts and DoD programs;
  • Provides analysis and recommendations as necessary, to minimize product/program risk and maximize efficiency;
  • Provides programmatic support as necessary, to ensure products are procured, documented, and meet customer need dates;
  • Develops detailed plans, goals, and objectives for long-range implementation and program administration;
  • Requires analysis of interrelated issues of business planning, effectiveness, and efficiency affecting administrative, functional, and/or acquisition programs;
  • Recommends appropriate contract type or contract method for the product or service being procured; as well as recommending and/or implementing courses of action which may depart from previous approaches to include contracts with extremely stringent time frames;
  • Writes various documents such as market research reports, procurement plans, justifications, determinations and findings, and other supporting documents for approval at higher levels;
  • Provides sound business advice, guidance, training, and assistance to team members and technical or program personnel on procurement processes, contractual language, legal responsibilities, and acquisition and business-related issues;
  • Ability to create, manage, and analyze intricate datasets using advanced Microsoft Excel functionalities and present data insights in a professional manner.  
Qualifications
  • Bachelor’s degree in business administration, accounting, or related field, from an accredited institution is required;
  • At least ten (10) years of direct, relevant government contract experience in cradle to grave Department of Defense (DoD) contracting.  Must have prior Contract Specialist or Contracting Officer experience is required;
  • DoD-issued Secret Security Clearance is required at start, with the ability to obtain and maintain a TS/SCI clearance;
  • Experience working with advanced excel spreadsheets, accounting software, estimating software and contract tracking databases is required;
  • Familiarity with FAR, CFR, DFAR, HSAR, JTR, and FTR is required;
  • Knowledge of contracting for a variety of products and services for major systems, research and development (R&D), and/or complex programs using a wide range of contracting methodologies is required;
  • Demonstrated experience in writing and staffing pre-award and post award related contract documentation is required;
  • Knowledge of Indefinite Delivery/Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF), and Firm Fixed Price (FFP) type contracts is required;
  • Ability to read and comprehend large government contracts, clauses, and manuals is required;
  • Excellent computer and business solutions software skills (Excel, Word, Access, Outlook, PowerPoint) is required.
